The Future Will Judge Nigeria by What It Built, Not the Oil It Possessed — Energy Expert Warns at Lanre Sagaya Lecture

At the Shagaya at 80 lecture in Ilorin, energy specialist Dan Kunle and the NSE President warned that Nigeria must weaponize its engineering capacity before the hydrocarbon window slams shut.

Energy policy expert and infrastructure development specialist, Mr. Daniel Dayo Kunle, has warned that Nigeria is racing against a closing window of opportunity, asserting that failure to act decisively now will condemn future generations to inheriting a country rich in resources but poor in development

Dan Kunle, as he is fondly known, gave this warning when he delivered the keynote address aat the 4th Annual Engr. Yusuf Lanre Shagaya Distinguished Lecture Series, held at the Kwara State Banquet Hall in Ilorin.

The high-profile event was attended by dignitaries cutting across Nigeria’s traditional, political, and business leadership. Among them were the Chief Host, Kwara State Governor and Nigeria Governors’ Forum (NGF) Chairman, Mallam AbdulRahman AbdulRazaq, CON; the Sultan of Sokoto, His Eminence Alhaji Muhammadu Sa’ad Abubakar III; the Ooni of Ife, His Imperial Majesty Oba Adeyeye Enitan Ogunwusi; the Emir of Ilorin, HRH Alhaji (Dr.) Ibrahim Sulu-Gambari; and the President of the Dangote Group, Alhaji Aliko Dangote.

In his address, Kunle dismantled the assumption that Nigeria’s hydrocarbon abundance automatically translates to national prosperity, insisting that the real gap lies not beneath the ground but in engineering capacity.

“Oil beneath the ground is not wealth. Gas trapped beneath geological formations is not wealth. Undiscovered resources are not wealth. They are merely potential wealth. A nation must first discover resources, quantify them, and develop them before they can contribute to economic growth,” he said.

He acknowledged that while nature had been generous to Nigeria, blessing the country with hydrocarbon deposits spread across its territory, little of that generosity has translated into the daily lives of ordinary Nigerians.

“Resources by themselves do not create development. Human knowledge, technology, innovation, and engineering create development. The difference between a resource and wealth is utilization,” he said.

Nigeria is a Gas Nation

Kunle urged Nigerians to retire the oil-first narrative that has defined the country’s economic identity for decades, stressing that Nigeria’s 210 trillion cubic feet of proven gas reserves represent a far more transformative strategic asset.

“Nigeria is often described as an oil-producing nation with gas resources. I would argue that Nigeria is fundamentally a gas nation that also produces oil.”

He identified the Ajaokuta-Kaduna-Kano (AKK) Gas Pipeline as a critical economic corridor. “What flows through those pipelines is more than fuel. What flows through them is opportunity. What flows through them is industrial development,” he said.

Natural gas, he added, is uniquely positioned to support electricity generation, fertilizer production, petrochemical manufacturing, and large-scale industrial growth — making it the anchor of any credible industrialization strategy for the country.

The Dangote Refinery as National Template

Mr. Kunle cited the Dangote Refinery and Petrochemical Complex as the clearest proof of what becomes possible when a nation commits to domestic value addition rather than exporting raw materials.

“The Dangote Refinery and Petrochemical Complex stands today as one of the most ambitious industrial engineering achievements undertaken by an African entrepreneur,” Kunle noted. “It demonstrates what becomes possible when engineering, science, technology, finance, and long-term vision are aligned in pursuit of national development.”

“I believe history will accord increasing recognition to achievements of this scale because they expand the frontiers of industrial capability and inspire future generations of engineers and innovators. The future belongs not merely to resource owners. The future belongs to nations with a well-trained pool of talented engineers, scientists, and skilled human capital.”

Kunle called on Nigerian authorities to intensify exploration and strengthen reserve replacement efforts; expand refining and processing capacity; accelerate gas development; strengthen infrastructure; and create stable, predictable policies that attract long-term investment.

He also demanded that the government support innovation, encourage large-scale industrial entrepreneurs, and continue producing the engineers, scientists, and skilled professionals needed to drive national development.

“Government policy should encourage more Nigerians to venture into large-scale resource transformation, manufacturing, processing, infrastructure, and industrial development. The objective is not simply to create successful businesses. The objective is to create national industrial champions capable of transforming the economy.

“The greatest danger facing Nigeria is not merely the possibility of future reductions in hydrocarbon demand. The greater danger is failing to utilize these resources while they remain strategically valuable. Every year of delay carries a cost. History rarely rewards nations that fail to act when opportunity presents itself.

“Future generations will not judge us by the quantity of hydrocarbons beneath our soil. When future historians examine this period in Nigeria’s development journey, they are unlikely to focus solely on the resources we possessed. They will focus on what we built with them — the institutions we created, the infrastructure we developed, and the industrial platforms we established. The opportunity is before us. It will not remain forever. The responsibility is ours. The time to act is now,” he said.

Earlier in is address, the NSE President Engr. Ali Alimasuya Rabiu, whose address was delivered by Past President Engr. Babagana Mohammed, charged Nigerian engineers to embrace deep ethical responsibility and relentless innovation in confronting the country’s infrastructure deficit. “Let us recommit ourselves to professionalism, integrity, excellence, innovation and service to humanity,” Engr. Rabiu said.

Also speaking, the NSE Ilorin Branch Chairman, Engr. Dr. O. A. Ogunjirin, reinforced the energy imperative, reminding the gathering that endowment without engineering capacity is futile.

Elon Musk becomes the world’s first trillionaire with SpaceX’s IPO

Elon Musk has become the first person to cross the trillionaire threshold, at least on paper, after SpaceX priced its blockbuster initial public offering at $135 a share and its stock soared in its stock market debut.

Before the IPO, Musk was worth an estimated $813 billion, a fortune more than twice as large as the planet’s second-richest person, Google co-founder Larry Page, who is worth an estimated $288 billion, according to Forbes.

“SpaceX wants to be able to take you to the Moon, take you to Mars and ultimately beyond,” Musk said at a launch event with staffers on Friday at the company’s headquarters in Starbase, Texas.

SpaceX formally setting its stock price at $135 boosted Musk’s fortune to just over $1 trillion. The shares, which trade under the ticker symbol SPCX, jumped after they began trading shortly before noon ET. At its closing price of $160.95 on Friday, Musk’s net worth reached roughly $1.14 trillion, although future declines could push him back below the trillionaire mark.

While billionaire wealth alone may be hard enough to comprehend, a trillionaire represents a level of wealth that rivals the economic output of the world’s biggest nations. Only 19 countries have GDPs that surpass $1 trillion, ranging from the U.S. to the Netherlands, according to World Bank data.

Musk’s surging fortune represents a “new Gilded Age” of wealth inequality, Oxfam America senior director of economic justice Nabil Ahmed said in a statement.

“Elon Musk’s rise to trillionaire status marks a new pinnacle of oligarchy,” Ahmed said.

To be sure, plenty of other SpaceX employees and investors are likely to mint new fortunes with the IPO. About 4,400 SpaceX workers could become millionaires when the stock begins trading, according to the New York Times. But Musk is likely to be the biggest beneficiary, given his large stake in the business.

Trillionaire math
Musk owns 4.8 billion shares of SpaceX, or about 42% of the company, as well as 350 million stock options exercisable at $8.39 per share, according to the company’s IPO filing. At $135 a share, Musk’s stake is worth $648 billion. His options add another $44.3 billion to his net worth.

Because Forbes valued Musk’s pre-IPO stake in SpaceX at $500 billion, the IPO sale boosts the value of his SpaceX shares by an additional $192.3 billion, bringing his total net worth to $1.005 trillion.

SpaceX shares touched as high as $168.75 in Friday afternoon trading before closing at $160.95. At the closing price, Musk’s stake in SpaceX is worth an additional $326 billion, placing his total wealth at roughly $1.14 billion.

That wealth makes Musk richer than the bottom 46% of the world’s population, or a combined 3.8 billion people, Oxfam said.

US Lawmaker Riley Moore Reacts to Reps’ Passage of State Police Bill

A United States Congressman, Riley Moore, has praised Nigeria’s House of Representatives for passing the State Police Bill, describing the move as a significant step toward tackling insecurity and addressing the alleged persecution of Christians across the country.

The House of Representatives on Thursday approved the bill seeking to empower Nigeria’s 36 states to establish and operate their own police forces alongside the Nigeria Police Force.

The proposed legislation secured the support of 289 lawmakers, while one member voted against it and another abstained.

Having already passed second reading in the Senate, the bill must still be approved by the upper chamber, endorsed by at least 24 state Houses of Assembly, and signed into law by President Bola Tinubu before it can take effect.

Reacting to the development in a statement posted on his X account, Moore said he was pleased with the progress.

“I’m thankful to see that Nigeria’s House of Representatives passed this important policy that I’ve been calling for since @POTUS first asked me to investigate the genocide against Christians in Nigeria,” he said.

The U.S. lawmaker added that he had consistently advocated the idea in discussions with Nigerian officials.

“In fact, I raised this idea directly with Nigeria’s First Lady during her visit to Washington and have done so repeatedly with every Nigerian delegation I’ve met with,” he stated.

According to Moore, empowering subnational governments to take greater responsibility for security is essential to improving safety across the country.

“Ensuring states can protect their own citizens is a critical step toward ending the persecution of Christians and the overall instability in Nigeria,” he said.

He also applauded Bola Tinubu for supporting the proposal and encouraging its passage through the National Assembly.

“President Tinubu deserves credit for supporting this legislation and urging its passage through Nigeria’s parliament,” Moore said.

While expressing optimism about the development, the congressman noted that additional steps are required before state police forces become operational.

“There’s still a ways to go before state-level police forces will be in place, but this is a sign that all our hard work is paying off,” he added.

Governors to appoint CPs, FG may provide grants — highlights of state police bill

On Thursday, the house of representatives passed the constitutional amendment bill seeking to establish state police.

The bill, which intends to amend several sections of the 1999 constitution, provides a framework for the creation, funding, regulation and operation of state police services while retaining the federal police as a national institution.

Among other provisions, the bill gives governors the power to appoint commissioners of police, creates state police service commissions, limits federal interference in state policing, and allows the federal government to provide grants to state police.

Calls for the establishment of state police have been renewed following the recent nationwide spike in insecurity.

Here are some of the key provisions of the bill.

NATIONAL ASSEMBLY TO SET STANDARDS FOR STATE POLICE

Section 214 provides that the national assembly shall prescribe the structure, organisation, administration and powers of the federal police and establish guidelines for the establishment of state police.

A state police service will only become operational after a state house of assembly passes a law establishing it, and it is certified to meet national minimum standards.

Implication

This means state governments will not have unrestricted powers to establish police services.

States will be required to comply with nationally prescribed standards before their police outfits can begin operations, creating uniform benchmarks across the federation.

FEDERAL POLICE TO CONTINUE OPERATING ALONGSIDE STATE POLICE

The bill provides that even after state police become operational, the federal police will continue to perform federal policing functions and may assist state police when necessary.

The federal police will also continue to maintain public security throughout the federation to the extent provided by law.

Implication

The proposal does not abolish the existing police structure. Instead, it creates a dual policing arrangement in which federal and state police will coexist, similar to systems practised in several federal countries.

FEDERAL POLICE CANNOT INTERFERE IN STATES

Under section 214(6), the federal police cannot interfere in the operations or internal security affairs of a state except in limited circumstances.

These include situations in which there is a complete breakdown of law and order, when a governor requests intervention, or when a state police service becomes ineffective due to administrative or financial problems. Any intervention must first receive approval from the National Police Council.

Implication

The provision prevents arbitrary federal control over state police and requires the approval of the National Police Council before federal intervention can occur.

GOVERNORS TO APPOINT COMMISSIONERS OF POLICE

Section 215 provides that a state police service shall be headed by a commissioner of police appointed by the governor on the advice of the National Police Council and subject to confirmation by the state house of assembly.

Governors may also issue lawful directives relating to public safety and order.

However, where a commissioner of police believes such directives are unlawful or contrary to policing standards, the matter may be referred to the National Police Council, whose decision will be final.

Implication

The provision gives governors operational authority over state police while creating safeguards against political abuse.

Commissioners of police will have an avenue to challenge directives considered unlawful or inconsistent with professional standards.

PRESIDENT TO APPOINT INSPECTOR-GENERAL OF POLICE

The bill retains the existing structure at the federal level by providing that the president shall appoint the inspector-general of police on the advice of the National Police Council and subject to confirmation by the national assembly.

The IGP will remain the head of the federal police and command all federal contingents stationed across the states.

Implication

The federal police will continue to maintain a central chain of command, preserving the federal government’s authority over national security matters.

INSPECTOR-GENERAL, STATE CPs CANNOT BE REMOVED ARBITRARILY

Section 216 stipulates that the inspector-general of police may be removed only on grounds including grave misconduct, breach of regulations, conviction for fraud-related offences, bankruptcy, or mental incapacity.

Such removal must be recommended by the National Police Council and approved by a two-thirds majority of the national assembly.

Similarly, a state commissioner of police may only be removed by a governor upon the recommendation of the National Police Council and with the approval of two-thirds of the state house of assembly.

Implication

The provision seeks to protect police chiefs from arbitrary dismissal.

Governors and the president will not have unilateral powers to remove commissioners of police or the inspector-general without institutional checks.

FEDERAL GOVERNMENT MAY PROVIDE GRANTS TO STATE POLICE

Section 216A provides that the federal government shall provide grants or aid to state police on the recommendation of the National Police Council and subject to the approval of the national assembly.

Implication

This provision recognises that some states may struggle to finance policing.

It also creates a mechanism through which the federal government can support state police without taking over their operations.

STATES CAN ADOPT HIGHER STANDARDS

The amendment empowers state houses of assembly to enact laws relating to the organisation, funding and oversight of state police.

However, such laws cannot prescribe standards below the minimum standards set by the national assembly. States may adopt standards higher than those prescribed nationally.

Implication

States will enjoy flexibility in designing their policing systems, but minimum national standards will ensure consistency and professionalism.

FEDERAL AUTHORITIES BARRED FROM ROUTINE CONTROL OF STATE POLICE

The bill expressly provides that no act of the national assembly shall confer routine powers of command, deployment, appointment, transfer, suspension or disciplinary control over members of state police on any federal authority.

Exceptions are limited to constitutional provisions relating to federal intervention.

Implication

This provision is intended to preserve the autonomy of state police services.

It seeks to ensure that federal oversight does not translate into routine operational control.

NATIONAL POLICE COUNCIL TO HAVE BROADER MEMBERSHIP

The proposal replaces the Nigeria Police Council with a National Police Council and expands its membership.

The body will include representatives of the federal police, attorneys-general of the states, retired senior police officers, the National Human Rights Commission (NHRC), the Public Complaints Commission, the Nigerian Labour Congress (NLC), the Nigerian Bar Association (NBA), the Nigerian Union of Journalists and traditional rulers.

The council will also supervise both federal and state police to the extent permitted by the constitution.

Implication

The expanded composition is designed to provide broader representation and civilian oversight in policing matters. It also reduces the concentration of power in a few institutions.

STATE POLICE SERVICE COMMISSIONS TO BE ESTABLISHED

The bill creates State Police Service Commissions under section 197.

The commissions will include representatives of the NHRC, the Public Complaints Commission, the NLC, the NBA, the NUJ, and traditional rulers, as well as retired police officers.

They will recommend candidates for appointment as commissioners of police and exercise disciplinary powers over officers below the rank of assistant commissioner.

In recommending a commissioner of police, each commission will submit three qualified candidates to the National Police Council.

Implication

The provision introduces multiple layers of oversight and participation in appointments. It also aims to prevent excessive concentration of powers in governors by involving several institutions in the process.

STATES TO HAVE LIMITED POWERS OVER FIREARMS

The amendment to the exclusive legislative list permits the use of light arms for policing purposes.

It also allows state police services access to fingerprints, biometric data, forensic records and criminal information systems in accordance with federal laws.

Implication

The provision provides legal backing for state police to carry out modern policing functions while maintaining national coordination on intelligence and records management.

In a strategic move towards contributing to indigenous technology and national security, the Nigerian Institution of Mechanical Engineers (NIMechE) has initiated a strategic partnership with the Defence Industries Corporation of Nigeria (DICON).

The move was revealed during a high-profile industrial and technical visit by the National Chairman of NIMechE, Engr. Dr. Modu Tela, to the Director General of DICON, Major General Ibrahim Babatunde Alaya, at the corporation’s headquarters in Kaduna.

The visit, which focused on anchoring future collaborations between Nigeria’s premier mechanical engineering body and the nation’s military-industrial hub, comes at a critical time as DICON accelerates its preparations to host the historic Africa International Defence Exhibition (AFRIDEX 2026) in Lagos.

The NIMechE delegation included the former President of the Nigerian Society of Engineers (NSE), Engr. Babagana Muhammad, alongside the National Vice Chairman of NIMechE, Engr. Christy Abraham. Also present were Engr. Basir Oyekan, the Kaduna Chapter Chairman of the institution, and Engr. CSP Aliyu Yakubu, a reputable member and pioneer Chairman of the Kaduna Chapter of the Nigerian Institution of Safety Engineers (NISafetyE).

Established by an Act of Parliament in 1964, the DICON was birthed with a singular vision to reduce Nigeria’s reliance on foreign hardware and build a self-sufficient military-industrial complex. Partnering initially with West Germany’s Fritz Werner, DICON’s Kaduna Ordnance Factories became the heartbeat of national security, famously tripling production capabilities during the late 1960s to sustain national unity.

Today, backed by the landmark DICON Act signed into law by President Bola Ahmed Tinubu and driven by a robust modernization roadmap, the corporation has graduated from small arms to manufacturing advanced military assets. Its recent triumphs include the indigenous manufacture of the Ezugwu Mine-Resistant Ambush Protected (MRAP) vehicles, the creation of localized tactical weaponry, and modern partnerships for unmanned aerial systems and specialized industrial manufacturing.

For NIMechE, this collaboration represents fulfillment of  its core institutional mandate. As the professional body for mechanical engineering in the country, NIMechE is tasked with championing technological advancement, fostering deep industry-academia linkages, and enforcing local capacity utilization.

This article presents the full keynote lecture delivered by Dan Kunle at the 4th Annual Distinguished Lecture in Ilorin. The presentation offers a deep dive into the availability, accessibility, and strategic management of oil and gas resources in nigeria for long-term national sustainability and economic prosperity

I congratulate the Nigerian Society of Engineers, Ilorin Branch, for sustaining a tradition that promotes intellectual engagement on issues of national importance.

I also wish to pay tribute to the celebrant in whose honour this lecture is being held. His professional accomplishments remind us of the vital role engineers play in shaping societies and advancing civilisation.

His life has been an exemplar and embodiment of values, service, integrity and selfless leadership. Global life expectancy index puts Nigeria at 55 years, which is among the lowest in the world due to factors like high infant and maternal mortality, infectious diseases and limited access to public health infrastructure.

Hence, to live to be 80 years in good health in Nigeria of today is cause to give thanks to God. I therefore wish to congratulate the honoree for this epochal milestone in his life and wish him many more years in good health and all round fulfilment.

The theme before us today is:“Availability, Accessibility and Sustainability of Oil and Gas Resources for Enhanced Benefits to Nigerians.”

At first sight, this appears to be a conversation about petroleum resources. However, I submit that it is far more than that.

  • It is a conversation about civilisation.

  • It is a conversation about development.

  • It is a conversation about the relationship between natural resources and human progress.

  • And ultimately, it is a conversation about whether Nigeria will successfully convert its enormous natural endowment into prosperity for its people.

Human Civilisation and the Evolution of Resources

The story of mankind is, in many respects, the story of resources. Human progress has always depended on our ability to discover, understand and utilise the materials provided by nature.

Long before the discovery of petroleum, human societies relied on stone, gravel, laterite, wood and grasses. These resources provided shelter, transportation, energy and security.

  • The Stone Age was not merely a period in history. It was an era defined by mankind’s ability to identify and utilise a particular resource.

  • The discovery and use of iron transformed agriculture, warfare and manufacturing.

  • Limestone, gypsum and marble enabled the construction of enduring structures and cities.

  • Agricultural resources such as dates, olives and palm products sustained communities and supported commerce across continents. Palm oil, for example, was already an important economic commodity in West Africa long before petroleum became commercially significant.

The lesson from history is clear:

  • Resources by themselves do not create development.

  • Human knowledge creates development.

  • Technology creates development.

  • Innovation creates development.

  • Engineering creates development.

The difference between a resource and wealth is utilisation. This fundamental truth remains relevant today.

The Hydrocarbon Revolution

The next major chapter in human development emerged in the nineteenth century. In 1859, Edwin Drake drilled the first commercially successful oil well in Pennsylvania, United States. That event changed the course of human history.

What followed was not merely the growth of an industry. It was the emergence of a new civilisation powered by hydrocarbons.

  • Oil provided energy on a scale previously unimaginable.

  • Transportation expanded.

  • Manufacturing accelerated.

  • Global trade increased.

  • Entire industries emerged.

The modern world was built on the foundation of affordable and reliable energy. As the renowned energy historian Daniel Yergin observed, petroleum became the strategic resource that shaped the twentieth century.

Today, oil and gas influence virtually every aspect of modern life:

  • The roads we drive on.

  • The aircraft that connect continents.

  • The fertilisers that support agriculture.

  • The pharmaceuticals that save lives.

  • The petrochemicals that power industry.

  • The plastics that surround us.

Modern civilisation is deeply connected to hydrocarbons.

Nigeria’s Hydrocarbon Story

Nigeria’s petroleum story did not begin with Oloibiri alone. Historical accounts suggest that indications of hydrocarbons were observed in parts of present-day Nigeria many years earlier.

In 1906, the first hydrocarbon well was drilled in the Araromi area of present-day Ondo State, known for its bitumen deposits, and it remains an important example of the German exploration and expedition around the world. Bitumen is a strategic hydrocarbon resource with wide-ranging economic value. While it is best known for its use in road construction and asphalt production, it also generates about 12 commercially valuable by-products that serve various industrial and manufacturing sectors.

Subsequent discoveries transformed Nigeria into one of the world’s major hydrocarbon-producing nations. Today, Nigeria possesses substantial crude oil reserves and one of the largest natural gas endowments globally.

Yet a critical question remains: Why has a country blessed with such abundant resources continued to struggle with energy poverty, industrial underdevelopment and infrastructure deficits?

The answer lies in the distinction between availability and accessibility.

Availability: More Than Resources Beneath the Ground

Availability refers to the existence of resources. Nigeria possesses hydrocarbons in offshore fields, onshore fields, shallow waters, deep waters and frontier basins. These resources exist within the Niger Delta, the Anambra Basin, the Benue Trough, the Bida Basin, the Sokoto Basin, the Gongola Basin and the Chad Basin.

Nature has already done its part. The resources exist. However, availability alone does not create prosperity.

  • Oil beneath the ground is not wealth.

  • Gas trapped beneath geological formations is not wealth.

  • Undiscovered resources are not wealth.

  • They are merely potential wealth.

A nation must first discover resources, quantify them and develop them before they can contribute to economic growth. This brings us to another important issue: Nigeria must continually replace reserves.

Every serious petroleum-producing nation invests in exploration to discover new resources and replenish what it produces. Reserve replacement is not optional; it is essential. If exploration declines, future availability declines. This is why frontier exploration remains strategically important. The future of Nigeria’s energy sector may depend partly on what we discover in our frontier basins over the coming decades.

Accessibility: The Central Role of Engineering

If availability represents potential, accessibility represents conversion. Accessibility is where engineers become indispensable.

Accessibility begins with geological investigations and seismic acquisition. It progresses through exploration drilling, reservoir evaluation and field development. It requires production facilities, gathering systems, pipelines, processing plants, storage infrastructure and distribution networks.

  • Accessibility requires technology.

  • Accessibility requires investment.

  • Accessibility requires institutions.

  • Accessibility requires engineers.

A hydrocarbon resource that cannot be produced economically is of limited value. A resource that cannot reach consumers cannot drive development. This is why engineering remains central to national prosperity.

Engineers do not merely design facilities. Engineers transform potential into reality. Engineers transform resources into value. Engineers transform opportunities into development.

Large-scale projects such as the Dangote Refinery provide practical evidence of the role engineering plays in national development. From design and construction to operations and maintenance, such projects demonstrate how technical expertise, project management and industrial ambition can convert a nation’s resource potential into productive economic assets.

Why Some Resource-Rich Nations Fail

History demonstrates that natural resources alone do not guarantee prosperity. Many nations possess enormous resource wealth, yet some remain economically challenged. Others have achieved remarkable success.

The difference is rarely the resource itself. The difference lies in five fundamental virtues:

  1. Honesty

  2. Compassion

  3. Courage

  4. Humility

  5. Patience

When a nation lacks these virtues and fails to nurture them, it is often condemned to poverty, instability and underdevelopment, regardless of how richly endowed it may be with natural wealth. Resources alone do not create prosperity; it is the values, character and choices of a people that ultimately determine whether a nation thrives or merely survives.

Countries such as Japan, Singapore and South Korea achieved industrial success despite limited natural resources—even the United Kingdom, Denmark, etc. Successful nations have the 5 Vs at the core of their national development agendas: technology, productivity and value creation.

The lesson is straightforward: Possessing resources is important. Utilising resources effectively is far more important.

The Imperative of Value Additions

One of the most important lessons from economic history is that the greatest value from natural resources is rarely created at the point of extraction.

  • The greatest value is created by the pool of talented human capital who use their ingenious creative minds to identify material resources and transform such into useful ends.

  • The next value creation is in the transformation processes, craftsmanship and engineering being at the core of this.

A barrel of crude oil generates one level of value. Refined products generate greater value. Petrochemicals generate greater value. Industrial manufacturing creates even greater value. The same principle applies across sectors. This is why nations seek to move beyond extraction into processing, manufacturing and industrialisation.

Recent investments in refining, fertiliser production, petrochemicals and gas processing demonstrate what becomes possible when a country embraces value addition. Perhaps the most visible example in contemporary Nigeria is the Dangote Refinery and Petrochemical Complex in Lagos. Beyond its refining capacity, the project demonstrates the enormous economic value that can be unlocked when hydrocarbons are transformed domestically rather than exported in their raw form.

The complex integrates refining, fertiliser production, petrochemicals, logistics and supporting infrastructure within a single industrial ecosystem. It represents exactly the type of resource transformation that countries seeking long-term prosperity must encourage and replicate.

The petrochemical component of the complex is equally significant. Polypropylene production capacity is currently estimated at about one million metric tonnes annually and is expected to expand substantially over the next few years. Such investments deepen industrialisation, support manufacturing, reduce imports and create value chains capable of generating thousands of direct and indirect jobs across the economy.

The future belongs not merely to resource owners. The future belongs to nations with a well-trained pool of talented engineers, scientists and skilled human capital. The future belongs to resource transformers.

Nigeria Must Think Beyond Crude Oil

For decades, national conversations focused heavily on crude oil production. Today, a broader perspective is required.

  • The objective should not simply be producing more barrels.

  • The objective should be creating more value.

  • Where is our basic agricultural productivity—cotton, grains, tubers and the likes?

The Petroleum Industry Act has provided a framework for improving governance, transparency and investment attractiveness. However, legislation alone cannot create prosperity.

  • Implementation matters.

  • Execution matters.

  • Infrastructure matters.

  • Investment matters.

  • National commitment matters.

Nigeria Is Fundamentally a Gas Nation

While oil shaped much of Nigeria’s economic history, natural gas may shape its future. Nigeria is often described as an oil-producing nation with gas resources. I would argue that Nigeria is fundamentally a gas nation that also produces oil.

Our gas reserves present extraordinary opportunities at about 210 trillion cubic feet of proven reserve. The USA Geological Survey, the most powerful service in the world, further estimated that Nigeria may be having in excess of 600 trillion cubic feet if a deliberate exploration campaign is carried out.

  • Gas can power industries.

  • Gas can support fertiliser production.

  • Gas can drive petrochemical manufacturing.

  • Gas can strengthen electricity generation.

  • Gas can support industrial parks and economic corridors.

  • Gas can become the foundation of industrial transformation.

Projects such as the AKK Pipeline highlight the strategic importance of gas infrastructure. What flows through those pipelines is more than fuel. What flows through them is opportunity. What flows through them is industrial development. What flows through them is economic growth.

The lesson is already visible in Nigeria. Projects such as the Dangote Refinery, associated petrochemical facilities and major gas infrastructure investments illustrate how hydrocarbons can serve as catalysts for industrialisation rather than merely sources of export revenue. The ultimate objective should not be crude oil production for its own sake. The objective should be the creation of industries, jobs, technology, skills and long-term economic value.

Sustainability in a Changing Energy World

The world is undergoing significant energy transformation. Renewable energy is expanding. Technology continues to evolve. Investment patterns are changing. The global energy transition is real.

However, sustainability must be viewed through the realities of developing economies. Africa still faces significant energy poverty. Millions remain without reliable access to modern energy services.

  • Economic development requires energy.

  • Industrialisation requires energy.

  • Job creation requires energy.

The challenge, therefore, is not whether hydrocarbons should be abandoned. The challenge is how they can be developed responsibly while preparing for the future.

Sustainability must mean environmental responsibility—circular economy and resource utilization and optimization. It must mean efficiency. It must mean reducing waste. But it must also mean expanding opportunity and improving living standards.

The Danger of Stranded Resources

Perhaps the most important point I wish to make today is this: The opportunity before Nigeria will not remain forever.

No one can predict with certainty what the global energy system will look like fifty years from now. Technology changes. Markets change. Consumer preferences change. Scientific breakthroughs occur.

The greatest danger facing Nigeria is not merely the possibility of future reductions in hydrocarbon demand. The greater danger is failing to utilise these resources while they remain strategically valuable.

  • Every year of delay carries a cost.

  • Every undeveloped resource represents a lost opportunity.

  • Every missed investment represents lost jobs.

  • Every stranded resource represents unrealized prosperity.

History rarely rewards nations that fail to act when opportunity presents itself.

A Call to Action

  • Nigeria must intensify exploration.

  • Nigeria must strengthen reserve replacement efforts.

  • Nigeria must expand refining and processing capacity.

  • Nigeria must accelerate gas development.

  • Nigeria must strengthen infrastructure.

  • Nigeria must create stable and predictable policies.

  • Nigeria must encourage investment.

  • Nigeria must support innovation.

  • Nigeria must also deliberately encourage entrepreneurs who are willing to undertake transformational industrial projects.

Across the world, major economic breakthroughs have often been driven by individuals and institutions willing to commit capital, expertise and long-term vision to national development. In Nigeria, industrial leaders such as Aliko Dangote, Mike Adenuga, Abdulsamad Rabiu, Tony Elumelu, Femi Otedola, and Dahiru Mangal have demonstrated varying dimensions of entrepreneurial capacity.

Government policy should encourage more Nigerians to venture into large-scale resource transformation, manufacturing, processing, infrastructure and industrial development. The objective is not simply to create successful businesses. The objective is to create national industrial champions capable of transforming the economy.

Nigeria must also continue to produce the engineers, scientists, innovators and skilled professionals needed to drive national development and compete in a rapidly changing global economy. Countries such as China and India provide compelling examples of how sustained investment in education, research and technical skills can transform a nation’s economic fortunes.

In Nigeria, we are fortunate to have institutions such as the Aliko Dangote Foundation, which has committed to investing about N100 billion annually in STEM education (Science, Technology, Engineering and Mathematics) to help build the talent pipeline required for the country’s future growth and industrialisation.

I must also commend the Nigerian Academy of Engineering for recently conferring its Fellowship on Alhaji Aliko Dangote. The recognition is both timely and appropriate. The Dangote Refinery and Petrochemical Complex stands today as one of the most ambitious industrial engineering achievements undertaken by an African entrepreneur. It demonstrates what becomes possible when engineering, science, technology, finance and long-term vision are aligned in pursuit of national development.

I believe history will accord increasing recognition to achievements of this scale because they expand the frontiers of industrial capability and inspire future generations of engineers and innovators.

Conclusion

Ladies and Gentlemen, human civilization has travelled a remarkable journey—torturous and adventurous:

From stone To wood To iron To coal To oil To gas And maybe now to the sun.

At every stage, progress belonged to societies that understood how to transform resources into prosperity, which takes us back to the core values earlier discussed. Nature has already provided Nigeria with extraordinary resources. History has provided us with opportunity. Engineering provides the means. Technology provides the tools.

The remaining question is whether we possess the vision, discipline and urgency required to act. Future generations will not judge us by the quantity of hydrocarbons beneath our soil.

When future historians examine this period in Nigeria’s development journey, they are unlikely to focus solely on the resources we possessed. They will focus on what we built with them. They will study the institutions we created, the infrastructure we developed and the industrial platforms we established.

Projects such as the Dangote Refinery will stand as important case studies of how resource wealth can be transformed into productive economic assets through engineering excellence, innovation and determined execution. They will judge us by whether we transformed those hydrocarbons into industries, jobs, infrastructure and prosperity. They will judge us by whether we converted opportunity into development.

The opportunity is before us. It will not remain forever, and the world and its ecological elements revolves.

The responsibility is ours.

The time to act is now.

JUST IN: Iran announces complete closure of Strait of Hormuz

Iran has announced the complete closure of the Strait of Hormuz following fresh military strikes by the United States, warning that any vessel attempting to pass through the strategic waterway would be targeted.

Iran’s Khatam al-Anbiya military command made the announcement on Thursday after reporting attacks on two vessels it said were trying to transit the strait.

“Any vessel traffic through the Strait of Hormuz will be targeted” the Khatam al-Anbiya command said, according to Tasnim news agency, adding that the strait is now “completely closed to all types of vessel”, following fresh US airstrikes against Iran.

The Iranian navy, quoted by state television IRIB and the Mehr agency, said that “two ships attempting to illegally pass through the Strait of Hormuz were hit”.

The latest development comes as the United States carried out another round of military strikes on Iranian targets, marking the second straight night of attacks ordered by President Donald Trump.

In a statement released by U.S. Central Command (CENTCOM), the military said the operation struck multiple locations across Iran amid growing tensions between Washington and Tehran.

“U.S. Central Command forces began launching additional self-defense strikes today at 5:15 p.m. ET against multiple targets in Iran at the Commander in Chief’s direction,” CENTCOM said in a post.

“The strikes are in response to Iran’s unwarranted and continued aggression.”

Earlier on Wednesday, U.S. Defence Secretary Pete Hegseth signalled that more military action was imminent while speaking after a visit to the U.S. Central Command headquarters in Tampa, Florida.

“Central Command will be busy tonight because President Trump said we will be hitting Iran hard, and we will be. Because Iran has a chance to make a good deal, a great deal to codify what they said they’ve been willing to do, and they haven’t been willing to do it,” Hegseth told reporters.

“As President Trump said, they’ve been tap, tap, tapping. You can see when someone’s trying to tap, tap, tap on a deal. Instead, they’re going to have tap, tap, tap bombs dropping on key facilities in Iran from the United States of America,” Hegseth continued. “And that’s not because we want to restart anything we don’t have to restart. It’s because we are, the War Department is prepared to set the terms to ensure that we get the kind of deal President Trump expects.”
