This article presents the full keynote lecture delivered by Dan Kunle at the 4th Annual Distinguished Lecture in Ilorin. The presentation offers a deep dive into the availability, accessibility, and strategic management of oil and gas resources in nigeria for long-term national sustainability and economic prosperity
I congratulate the Nigerian Society of Engineers, Ilorin Branch, for sustaining a tradition that promotes intellectual engagement on issues of national importance.
I also wish to pay tribute to the celebrant in whose honour this lecture is being held. His professional accomplishments remind us of the vital role engineers play in shaping societies and advancing civilisation.
His life has been an exemplar and embodiment of values, service, integrity and selfless leadership. Global life expectancy index puts Nigeria at 55 years, which is among the lowest in the world due to factors like high infant and maternal mortality, infectious diseases and limited access to public health infrastructure.
Hence, to live to be 80 years in good health in Nigeria of today is cause to give thanks to God. I therefore wish to congratulate the honoree for this epochal milestone in his life and wish him many more years in good health and all round fulfilment.
The theme before us today is:
“Availability, Accessibility and Sustainability of Oil and Gas Resources for Enhanced Benefits to Nigerians.”
At first sight, this appears to be a conversation about petroleum resources. However, I submit that it is far more than that.
It is a conversation about civilisation.
It is a conversation about development.
It is a conversation about the relationship between natural resources and human progress.
- Advertisement -And ultimately, it is a conversation about whether Nigeria will successfully convert its enormous natural endowment into prosperity for its people.
Human Civilisation and the Evolution of Resources
The story of mankind is, in many respects, the story of resources. Human progress has always depended on our ability to discover, understand and utilise the materials provided by nature.
Long before the discovery of petroleum, human societies relied on stone, gravel, laterite, wood and grasses. These resources provided shelter, transportation, energy and security.
The Stone Age was not merely a period in history. It was an era defined by mankind’s ability to identify and utilise a particular resource.
The discovery and use of iron transformed agriculture, warfare and manufacturing.
Limestone, gypsum and marble enabled the construction of enduring structures and cities.
Agricultural resources such as dates, olives and palm products sustained communities and supported commerce across continents. Palm oil, for example, was already an important economic commodity in West Africa long before petroleum became commercially significant.
The lesson from history is clear:
Resources by themselves do not create development.
Human knowledge creates development.
Technology creates development.
Innovation creates development.
Engineering creates development.
The difference between a resource and wealth is utilisation. This fundamental truth remains relevant today.
The Hydrocarbon Revolution
The next major chapter in human development emerged in the nineteenth century. In 1859, Edwin Drake drilled the first commercially successful oil well in Pennsylvania, United States. That event changed the course of human history.
What followed was not merely the growth of an industry. It was the emergence of a new civilisation powered by hydrocarbons.
Oil provided energy on a scale previously unimaginable.
Transportation expanded.
Manufacturing accelerated.
Global trade increased.
Entire industries emerged.
The modern world was built on the foundation of affordable and reliable energy. As the renowned energy historian Daniel Yergin observed, petroleum became the strategic resource that shaped the twentieth century.
Today, oil and gas influence virtually every aspect of modern life:
The roads we drive on.
The aircraft that connect continents.
The fertilisers that support agriculture.
The pharmaceuticals that save lives.
The petrochemicals that power industry.
The plastics that surround us.
Modern civilisation is deeply connected to hydrocarbons.
Nigeria’s Hydrocarbon Story
Nigeria’s petroleum story did not begin with Oloibiri alone. Historical accounts suggest that indications of hydrocarbons were observed in parts of present-day Nigeria many years earlier.
In 1906, the first hydrocarbon well was drilled in the Araromi area of present-day Ondo State, known for its bitumen deposits, and it remains an important example of the German exploration and expedition around the world. Bitumen is a strategic hydrocarbon resource with wide-ranging economic value. While it is best known for its use in road construction and asphalt production, it also generates about 12 commercially valuable by-products that serve various industrial and manufacturing sectors.
Subsequent discoveries transformed Nigeria into one of the world’s major hydrocarbon-producing nations. Today, Nigeria possesses substantial crude oil reserves and one of the largest natural gas endowments globally.
Yet a critical question remains: Why has a country blessed with such abundant resources continued to struggle with energy poverty, industrial underdevelopment and infrastructure deficits?
The answer lies in the distinction between availability and accessibility.
Availability: More Than Resources Beneath the Ground
Availability refers to the existence of resources. Nigeria possesses hydrocarbons in offshore fields, onshore fields, shallow waters, deep waters and frontier basins. These resources exist within the Niger Delta, the Anambra Basin, the Benue Trough, the Bida Basin, the Sokoto Basin, the Gongola Basin and the Chad Basin.
Nature has already done its part. The resources exist. However, availability alone does not create prosperity.
Oil beneath the ground is not wealth.
Gas trapped beneath geological formations is not wealth.
Undiscovered resources are not wealth.
They are merely potential wealth.
A nation must first discover resources, quantify them and develop them before they can contribute to economic growth. This brings us to another important issue: Nigeria must continually replace reserves.
Every serious petroleum-producing nation invests in exploration to discover new resources and replenish what it produces. Reserve replacement is not optional; it is essential. If exploration declines, future availability declines. This is why frontier exploration remains strategically important. The future of Nigeria’s energy sector may depend partly on what we discover in our frontier basins over the coming decades.
Accessibility: The Central Role of Engineering
If availability represents potential, accessibility represents conversion. Accessibility is where engineers become indispensable.
Accessibility begins with geological investigations and seismic acquisition. It progresses through exploration drilling, reservoir evaluation and field development. It requires production facilities, gathering systems, pipelines, processing plants, storage infrastructure and distribution networks.
Accessibility requires technology.
Accessibility requires investment.
Accessibility requires institutions.
Accessibility requires engineers.
A hydrocarbon resource that cannot be produced economically is of limited value. A resource that cannot reach consumers cannot drive development. This is why engineering remains central to national prosperity.
Engineers do not merely design facilities. Engineers transform potential into reality. Engineers transform resources into value. Engineers transform opportunities into development.
Large-scale projects such as the Dangote Refinery provide practical evidence of the role engineering plays in national development. From design and construction to operations and maintenance, such projects demonstrate how technical expertise, project management and industrial ambition can convert a nation’s resource potential into productive economic assets.
Why Some Resource-Rich Nations Fail
History demonstrates that natural resources alone do not guarantee prosperity. Many nations possess enormous resource wealth, yet some remain economically challenged. Others have achieved remarkable success.
The difference is rarely the resource itself. The difference lies in five fundamental virtues:
Honesty
Compassion
Courage
Humility
Patience
When a nation lacks these virtues and fails to nurture them, it is often condemned to poverty, instability and underdevelopment, regardless of how richly endowed it may be with natural wealth. Resources alone do not create prosperity; it is the values, character and choices of a people that ultimately determine whether a nation thrives or merely survives.
Countries such as Japan, Singapore and South Korea achieved industrial success despite limited natural resources—even the United Kingdom, Denmark, etc. Successful nations have the 5 Vs at the core of their national development agendas: technology, productivity and value creation.
The lesson is straightforward: Possessing resources is important. Utilising resources effectively is far more important.
The Imperative of Value Additions
One of the most important lessons from economic history is that the greatest value from natural resources is rarely created at the point of extraction.
The greatest value is created by the pool of talented human capital who use their ingenious creative minds to identify material resources and transform such into useful ends.
The next value creation is in the transformation processes, craftsmanship and engineering being at the core of this.
A barrel of crude oil generates one level of value. Refined products generate greater value. Petrochemicals generate greater value. Industrial manufacturing creates even greater value. The same principle applies across sectors. This is why nations seek to move beyond extraction into processing, manufacturing and industrialisation.
Recent investments in refining, fertiliser production, petrochemicals and gas processing demonstrate what becomes possible when a country embraces value addition. Perhaps the most visible example in contemporary Nigeria is the Dangote Refinery and Petrochemical Complex in Lagos. Beyond its refining capacity, the project demonstrates the enormous economic value that can be unlocked when hydrocarbons are transformed domestically rather than exported in their raw form.
The complex integrates refining, fertiliser production, petrochemicals, logistics and supporting infrastructure within a single industrial ecosystem. It represents exactly the type of resource transformation that countries seeking long-term prosperity must encourage and replicate.
The petrochemical component of the complex is equally significant. Polypropylene production capacity is currently estimated at about one million metric tonnes annually and is expected to expand substantially over the next few years. Such investments deepen industrialisation, support manufacturing, reduce imports and create value chains capable of generating thousands of direct and indirect jobs across the economy.
The future belongs not merely to resource owners. The future belongs to nations with a well-trained pool of talented engineers, scientists and skilled human capital. The future belongs to resource transformers.
Nigeria Must Think Beyond Crude Oil
For decades, national conversations focused heavily on crude oil production. Today, a broader perspective is required.
The objective should not simply be producing more barrels.
The objective should be creating more value.
Where is our basic agricultural productivity—cotton, grains, tubers and the likes?
The Petroleum Industry Act has provided a framework for improving governance, transparency and investment attractiveness. However, legislation alone cannot create prosperity.
Implementation matters.
Execution matters.
Infrastructure matters.
Investment matters.
National commitment matters.
Nigeria Is Fundamentally a Gas Nation
While oil shaped much of Nigeria’s economic history, natural gas may shape its future. Nigeria is often described as an oil-producing nation with gas resources. I would argue that Nigeria is fundamentally a gas nation that also produces oil.
Our gas reserves present extraordinary opportunities at about 210 trillion cubic feet of proven reserve. The USA Geological Survey, the most powerful service in the world, further estimated that Nigeria may be having in excess of 600 trillion cubic feet if a deliberate exploration campaign is carried out.
Gas can power industries.
Gas can support fertiliser production.
Gas can drive petrochemical manufacturing.
Gas can strengthen electricity generation.
Gas can support industrial parks and economic corridors.
Gas can become the foundation of industrial transformation.
Projects such as the AKK Pipeline highlight the strategic importance of gas infrastructure. What flows through those pipelines is more than fuel. What flows through them is opportunity. What flows through them is industrial development. What flows through them is economic growth.
The lesson is already visible in Nigeria. Projects such as the Dangote Refinery, associated petrochemical facilities and major gas infrastructure investments illustrate how hydrocarbons can serve as catalysts for industrialisation rather than merely sources of export revenue. The ultimate objective should not be crude oil production for its own sake. The objective should be the creation of industries, jobs, technology, skills and long-term economic value.
Sustainability in a Changing Energy World
The world is undergoing significant energy transformation. Renewable energy is expanding. Technology continues to evolve. Investment patterns are changing. The global energy transition is real.
However, sustainability must be viewed through the realities of developing economies. Africa still faces significant energy poverty. Millions remain without reliable access to modern energy services.
Economic development requires energy.
Industrialisation requires energy.
Job creation requires energy.
The challenge, therefore, is not whether hydrocarbons should be abandoned. The challenge is how they can be developed responsibly while preparing for the future.
Sustainability must mean environmental responsibility—circular economy and resource utilization and optimization. It must mean efficiency. It must mean reducing waste. But it must also mean expanding opportunity and improving living standards.
The Danger of Stranded Resources
Perhaps the most important point I wish to make today is this: The opportunity before Nigeria will not remain forever.
No one can predict with certainty what the global energy system will look like fifty years from now. Technology changes. Markets change. Consumer preferences change. Scientific breakthroughs occur.
The greatest danger facing Nigeria is not merely the possibility of future reductions in hydrocarbon demand. The greater danger is failing to utilise these resources while they remain strategically valuable.
Every year of delay carries a cost.
Every undeveloped resource represents a lost opportunity.
Every missed investment represents lost jobs.
Every stranded resource represents unrealized prosperity.
History rarely rewards nations that fail to act when opportunity presents itself.
A Call to Action
Nigeria must intensify exploration.
Nigeria must strengthen reserve replacement efforts.
Nigeria must expand refining and processing capacity.
Nigeria must accelerate gas development.
Nigeria must strengthen infrastructure.
Nigeria must create stable and predictable policies.
Nigeria must encourage investment.
Nigeria must support innovation.
Nigeria must also deliberately encourage entrepreneurs who are willing to undertake transformational industrial projects.
Across the world, major economic breakthroughs have often been driven by individuals and institutions willing to commit capital, expertise and long-term vision to national development. In Nigeria, industrial leaders such as Aliko Dangote, Mike Adenuga, Abdulsamad Rabiu, Tony Elumelu, Femi Otedola, and Dahiru Mangal have demonstrated varying dimensions of entrepreneurial capacity.
Government policy should encourage more Nigerians to venture into large-scale resource transformation, manufacturing, processing, infrastructure and industrial development. The objective is not simply to create successful businesses. The objective is to create national industrial champions capable of transforming the economy.
Nigeria must also continue to produce the engineers, scientists, innovators and skilled professionals needed to drive national development and compete in a rapidly changing global economy. Countries such as China and India provide compelling examples of how sustained investment in education, research and technical skills can transform a nation’s economic fortunes.
In Nigeria, we are fortunate to have institutions such as the Aliko Dangote Foundation, which has committed to investing about N100 billion annually in STEM education (Science, Technology, Engineering and Mathematics) to help build the talent pipeline required for the country’s future growth and industrialisation.
I must also commend the Nigerian Academy of Engineering for recently conferring its Fellowship on Alhaji Aliko Dangote. The recognition is both timely and appropriate. The Dangote Refinery and Petrochemical Complex stands today as one of the most ambitious industrial engineering achievements undertaken by an African entrepreneur. It demonstrates what becomes possible when engineering, science, technology, finance and long-term vision are aligned in pursuit of national development.
I believe history will accord increasing recognition to achievements of this scale because they expand the frontiers of industrial capability and inspire future generations of engineers and innovators.
Conclusion
Ladies and Gentlemen, human civilization has travelled a remarkable journey—torturous and adventurous:
From stone $\rightarrow$ To wood $\rightarrow$ To iron $\rightarrow$ To coal $\rightarrow$ To oil $\rightarrow$ To gas $\rightarrow$ And maybe now to the sun.
At every stage, progress belonged to societies that understood how to transform resources into prosperity, which takes us back to the core values earlier discussed. Nature has already provided Nigeria with extraordinary resources. History has provided us with opportunity. Engineering provides the means. Technology provides the tools.
The remaining question is whether we possess the vision, discipline and urgency required to act. Future generations will not judge us by the quantity of hydrocarbons beneath our soil.
When future historians examine this period in Nigeria’s development journey, they are unlikely to focus solely on the resources we possessed. They will focus on what we built with them. They will study the institutions we created, the infrastructure we developed and the industrial platforms we established.
Projects such as the Dangote Refinery will stand as important case studies of how resource wealth can be transformed into productive economic assets through engineering excellence, innovation and determined execution. They will judge us by whether we transformed those hydrocarbons into industries, jobs, infrastructure and prosperity. They will judge us by whether we converted opportunity into development.
The opportunity is before us. It will not remain forever, and the world and its ecological elements revolves.
The responsibility is ours.
The time to act is now.
