The Council for the Regulation of Engineering in Nigeria COREN has extended its deepest condolences to the family of Engr Dr Ulonnam David Ebere, following the passing of his father Late Elder Barr Elewachi Ejughanya Ebere, a distinguished legal and surveying icon who departed this world at the ripe age of 91
In a letter of condolence dated May 25, 2026 and signed by Engr Prof O A U Uche Registrar and Chief Executive Officer of COREN the Council described the late Elder Ebere’s professional attainments and contributions to the legal and valuation professions as a testament to a life devoted to excellence integrity and service to humanity.
Prof uche added that his legacy will undoubtedly continue to inspire many within and beyond his immediate community.
He prayed God would grant the family, friends and associates of the departed the strength and fortitude to bear this irreparable loss, and that the cherished memories of his impactful life would bring comfort and peace to their hearts. .
Engr. Dr. Ulonnam David Ebere, a son of the deceased, is a fellow of the Nigerian Society of Engineers and currently serves as the Internal Auditor on the Executive Committee of the NSE Victoria Island Branch. He holds a Bachelor of Engineering (B.Eng) in Electrical and Electronics Engineering, as well as master’s and doctorate degrees, and is widely recognized as a research scholar and administrator of exceptional standing.
TRIBUTE: A Life Lived in Excellence, Elder (Barr.) Elewachi Ejughanya Ebere (1934, 2026)
“He came into this world from Aba-ala Ibeme,” and left it having changed it forever.
Born on 4th December 1934 in Aba-ala Ibeme, Obingwa Local Government Area of Abia State, Late Elder (Barr.) Elewachi Ejughanya Ebere, was the firstborn of Ebere Ejughanya Achilefu (Samuel Achilefu) and Nwanganga Nwachukwu (Martha Samuel).
He commenced primary schooling in his home village of Aba-ala, then moved to Wilcox Memorial School, Aba, in June 1949, and subsequently proceeded to the Qua Iboe Mission Secondary School, Etinan, in 1952. When he sat the West African School Certificate Examination (University of Cambridge) in 1956, he earned the College Prize as the best student in his institution.
After a stint as a clerk in the Ministry of Labour in Enugu, he enrolled in the Enugu Branch of the Nigerian College of Arts, Science and Technology (NIGERCOL) for his intermediate arts course. he was later awarded a Federal Government Scholarship on merit to study Estate Management in Nottingham, England. He completed the course in 1966.
He returned home in early 1967, even as the drums of the Nigerian and Biafran civil war were beginning to sound, and still later proceeded abroad for further studies.
In 1982, after years of persistent scholarship alongside a demanding professional career, he was called to the Nigerian Bar by the Council of Legal Education as a Solicitor and Advocate of the Supreme Court, having passed the LLB degree of the University of London with honours.
He was also a Chartered Surveyor and registered Estate Surveyor and Valuer, a man who straddled law, valuation, and engineering administration with equal command.
After the devastation of the civil war, he was among those interviewed at Enugu (East Central State) and employed by the Kano State Government on contract.
In Kano, he established the State Valuation Unit within the Ministry of Works and Survey. His work was so outstanding that by 1973, his role in valuing the assets of the Northern Nigeria Livestock and Meat Authority earned him a written commendation from Alhaji (Justice) Mamman Nasir, then Chairman of the Northern Nigeria Interim Common Services Agency.
In November 1974, he rejoined the Federal Civil Service in the Federal Ministry of Works and Housing as a Senior Lands Officer, working alongside the Engineering Department.
By May 1986, he was posted to Owerri as Federal Controller of Works and Housing, overseeing the entire engineering portfolio for the region. He was reposted to Lagos at the end of 1989.
The crowning achievement of his public career came in July 1994, when he was appointed Federal Registrar of Deeds, charged with the momentous task of reestablishing the Federal Lands Registry. He discharged this responsibility with characteristic thoroughness and distinction, heading the Directorate until his retirement in March 1996. His name is written in the institutional memory of Nigeria’s lands administration.
Faith, Family, and the Foundation of Legacy
Beyond the offices and the certificates, Elder Ebere was, above all, a man of faith and family. Baptised in 1952 at Qua Iboe Church (now United Evangelical Church), Etinan, he carried the light of that faith through every city he lived and worked in.
In 2003, he was ordained as an Elder of the United Evangelical Church Orile, Lagos, a recognition not of his academic titles, but of the man his congregation had known in prayer, in service, and in example.
He found his greatest joy in his union with Miss Onyedinma Wogu of Umuogele, Aba South, who became his beloved wife and life companion. Together, they built a home that became a school: their four children are a living portfolio of excellence. Nwanganga, a banking and accountancy professional, holds a BSc in Banking and Finance from the University of Nigeria, Nsukka, and is a Chartered Accountant with an MSc. Ugonma is an MBA and accountancy graduate. Ulonnam, the engineer scholar who now serves on the NSE Victoria Island EXCO, holds B.Eng, MSc, and PhD degrees and multiple professional fellowships. Iwueze, the lawyer of the family, holds LLB, BL, and an LLM, and is a seasoned company secretary. The father planted seeds; the nation is reaping a forest.
