The Chairman of the Nigerian Society of Engineers (NSE), Ikeja Branch, Engr. Nimot Muili, has been inaugurated as a member of the reconstituted Lagos State Physical Planning and Building Control Appeals Committee on Tuesday, May 12, 2026.
The swearing-in, conducted by Lagos State Executive Governor, Mr. Babajide Sanwo-Olu, took place at the Lagos House, Marina, before a gathering of senior government officials including the Head of Service, Mr. Olabode Agoro, and the Attorney General and Commissioner for Justice, Mr. Lawal Pedro.
Engr. Muili’s appointment is the latest in a track record of public institutional service. She previously served on the Ogun State Government’s Transition Committee under the Physical Infrastructure Group during the 2019–2020 period, contributing her engineering expertise to the incoming administration of Governor Dapo Abiodun at a critical moment of governmental handover.
A Fellow of the Nigerian Society of Engineers and Associate Partner at Arup Lagos — where she made history as the first female member of the firm’s Executive Board in over six decades of operation in Nigeria — Engr. Muili brings over 15 years of deep experience in civil and structural engineering, urban resilience, and infrastructure planning to her new role. Her appointment to the 14-member committee reflects Governor Sanwo-Olu’s confidence in her professional competence, leadership, and integrity, while equally signalling the growing recognition of the NSE as a critical stakeholder in physical planning and public sector governance within Lagos State.
The newly sworn-in members were drawn from diverse professional backgrounds spanning architecture, engineering, law, quantity surveying, and town planning. Town Planner Funmi Osifuye was appointed to chair the committee for a three-year term, succeeding the outgoing Chairman, Tpl. Ayodele Adiran, who formally presented a handover report to the Governor having concluded a two-term tenure with his team.
The Committee derives its mandate from Section 79 of the Lagos State Urban and Regional Planning and Development Law of 2010 (as amended). Fully operational since 2019, the body is empowered to investigate and determine disputes involving planning permit applications, demolition orders, changes of use approvals, development plans, and the conduct of officials of the Lagos State Physical Planning Permit Authority and the Lagos State Building Control Agency. It may summon witnesses, request documents, and issue binding decisions enforceable in the same manner as orders of the High Court. Aggrieved developers, professionals, and property owners have 28 days from the date of any regulatory decision to lodge an appeal.
Addressing the new members, Governor Sanwo-Olu granted the Committee full executive authority to scrutinise operations within regulatory Ministries, Departments and Agencies, stressing that no responsible government could place itself above accountability. He was equally firm, however, that the Committee must not become a loophole for circumventing building safety standards — particularly against the backdrop of recurring building collapses across Nigeria.
“The right to appeal a regulatory decision is fundamental. The Committee’s independence is the foundation of its value. Members are not to validate government decisions reflexively, nor to undermine the legitimate authority of the regulatory agencies. The Committee is set up to be fair to all parties,” the Governor said.
He pledged that the State Government would respect the Committee’s findings and act on any recommendations that expose gaps in how planning agencies communicate, process, or enforce their decisions. He commended the Ministry of Physical Planning and Urban Development, the Lagos State Physical Planning Permit Authority, and the Lagos State Building Control Agency for their roles in maintaining orderly urban development.
Responding on behalf of the new members, incoming Chairman Town Planner Funmi Osifuye pledged to discharge the Committee’s mandate with integrity, impartiality, and full respect for the rights of all stakeholders.
Engr Muili, a Fellow of the Nigerian Society of Engineers and Nigerian Institution of Civil Engineers, is a civil/structural engineer with over 15 years of experience. She is a double degree holder from the University of Lagos — where she earned both her Bachelor’s and Master’s degrees in Civil Engineering (Structures) She is an Associate Partner at Arup Lagos, where she made history as the first and only woman to join the firm’s Executive Board in over six decades of its Nigerian operations.
Engr Muili is a certified Project Management Professional (PMP) and ISO 9001/14001 Lead Auditor, she previously served as Chairman of APWEN Lagos Chapter. As Chairman of the NSE Ikeja Branch, she has consistently championed youth mentorship, ethical engineering practices, membership welfare, and capacity building across both the public and private sectors. at the NSE National she is has been a member of many important National Committees where she distinguished herself as a reliable hand wherever she was called.
