A COMMUNIQUÉ AT THE END OF A 1-DAY 2ND EDITION OF ENGR. FYNE CHIMA OGOLO, FNSE, FNIHTE, DISTINGUISHED ANNUAL LECTURE

The 2nd Edition of Engr. Fyne Chima Ogolo, FNSE, FNIHTE, distinguished Annual Lecture by the Nigerian Institution of Highway and Transportation Engineers (NIHTE), in collaboration with the Nigerian Society of Engineers (NSE),was held at the Engr. Ishmael A. Banigo Secretariat, Water Works Yard, #3 Bernard Carr Street, Port Harcourt, Rivers State, on Tuesday 16th March, 2021.

Over 100 stakeholders from a wide cross-section of professionals, engineering practitioners, engineering-based sectors, students, academia, government representatives, others from oil and gas industry, organizations and institutions were in attendance, via hybrid (Webinar and physical).

The objectives, theme and deliverables of the Annual Lecture were: –

Objectives: To engage the leadership of highway engineers in: –

  1. A review of our pavement performance against the NSE 2021 plans;
  2. Consolidating Engineering Transformation;
  3. Defining pavement business execution strategies to deliver the 2021 pavement business plan and 2021+ growth.
  4. Continuing professional development.

Theme: – “Implementation of Mechanistic Approach to Highway Pavement Design in Nigeria – Utilizing the Nigeria Highway Manual”, our drive towards continuing professional development (CPD) of engineers and towards delivering the pavement growth and improving the existing operations.

Deliverables:

  1. Understanding of NIHTE’s 2021+ objectives
  2. Commitment to the NIHTE 2021 plan and how to deliver it.
  • Commitment to the Personal Accountability concept and how we will embed it in the institution.
  1. Plan and commitment to how we will engage the rest of the institutions.

Highlights of the Occasion as chaired by Engr. Otunte John Otueneh, MNSE, MNIEE, included but not limited to Presentation of the day’s Lecture, Address and Speeches by dignitaries, interactive discussions, Citation of Honouree, Lunch and Presentation of Awards.

Objectives: – To engage stakeholders in effective pavement design, have quality road in Nigeria and celebrate the Honouree:-

The programme commenced at about 12:30 hours with an Opening Prayer said by Engr. G. C. Okoroma, FNSE, FNIHTE, National Anthem and introduction of dignitaries, who graced the occasion physically and online.

National Chairman, Engr. George Nsonwu, FNSE, FNIHTE, in his state of art Welcome Address, gave an overview of NIHTE, Port Harcourt performance. He stated that NIHTE, Port Harcourt is in no doubt, a pride of NIHTE in Nigeria in terms of seasoned membership and support to the National body. In his words, he said that, “This is the first Chapter of the division so far to inaugurate Annual Lecture in recognition of excellence of her member. Having held the inaugural lecture last year and seamlessly followed by today’s event – the 2nd edition, despite the COVID-19 Pandemic and all its negative effects, the level at which you roll out the drums for today’s event speaks volumes of your disposition and commitments to sustain this noble project you have instituted. We are proud of you and encourage other Chapters to emulate this dignified gesture. The choice of the honouree, Engr. Fyne Chima Ogolo, JP, FNSE, FNIHTE, FNICE is acclaimed by all as a well-deserved honour, having served the engineering profession in various capacities, including Port Harcourt Branch Chairman and Executive Secretary of the Nigerian Society of Engineers. We are proud of you and wish you many years of fruitful celebrations”.

Engr. Babagana Mohammed, FNSE, President, NSE, the Chairman of the occasion, ably represented by Engr. Otunte John Otuene, MNSE, MNIEEE, thanked all participants for their commitment to the vision of the progenitors of the Nigerian Society of Engineers, primary of, which is to cater for the professional development of members of the Society. He thanked NIHTE for instituting the Annual Lecture. He stated that, “Engr. Fyne Chima Ogolo, FNSE, is consummate Engineering professional who has made tremendous contributions to the growth of the Nigerian Society of Engineers at various levels of service. In addition to the distinguished and vibrant service that he offered both as Chairman of Port Harcourt Branch and as Executive Secretary at the National Secretariat, which yielded monumental growth and visibility for NSE at both the Branch and National levels, he has also continued to make very valuable contributions to the development of Engineering in Nigeria by mentoring younger Engineers and delivering qualitative and ethical services as a Consultant”.

Engr. Ali Alimasuya Rabiu, FNSE, FNIHTE, The Cigarin Lafia, President, COREN, the Distinguished Special Guest of Honour, stated that, Engr. Fyne Chima Ogolo, FNSE, as a worthy Fellow of NSE, Past Chairman of Port Harcourt Branch (2000 to 2001) and Past Executive Secretary (ES) of NSE (2008), is truly deserving of this honour. He is willing to attend the Annual Lecture in future. He consoled the Branch and Institution over the Loss of Engr. Prof. Howells I. Hart, FNSE. May his soul rest in peace.

Engr. George C. Okoroma, FNSE, FNIHTE, JP, President, ACEN, the Special Guest of Honour alluded to qualities and encomiums by various speakers on the Honouree. He emphasized the essence of Continuing Professional Development, CPD, by professionals to continually up-skill and / re-skill themselves to retain capacity to practice safely, effectively, and remain updated in their evolving scope of practice.

Engr. Otunte John Otueneh, MNSE, MNIEEE, Port Harcourt Branch Chairman, NSE, the Host, thanked all participants for finding time to attend. He encouraged participants to enjoy the lecture for continuing professional development. He gave Condolence Note to Engr. A.A. Rabiu, FNSE, COREN President, on demise of Engr Godday Odalo, MNSE, Port Harcourt Zonal Coordinator, COREN.

Engr. Unuavwodo Onome D.A., MNSE, MNIHTE, Port Harcourt Chapter Chairman, NIHTE, Co-Host, gave overview of Engr. Fyne Chima Ogolo, FNSE, achievements. He stated that, “Engr. Fyne Chima Ogolo, JP, FNSE, FNIHTE, FNICE, exemplary service and character, is worthy of recognition and emulation. Our choice of you at the Chapter has attracted National endorsement as eloquently expressed by the participation today”. He thanked past Chairmen, ExCo and entire members of NIHTE, Port Harcourt Chapter for their unflinching, dogged and unwavering support.

The erudite Lecturer stated that to save Nigeria’s pavement there is need for continuous maintenance and is a task that must be done.

At the end of the ANNUAL LECTURE, the following recommendations are made: –

  1. The Nigerian Institution of Highway and Transportation Engineers (NIHTE) should liaise with the relevant government agencies to ensure the use of the NEMPADS framework in design and construction of highway pavements in Nigeria.
  2. The NIHTE should initiate a funded research for the development of a design tool that would incorporate design and analysis procedure for implementation of NEMPADS framework.
  3. NIHTE to collaborate with Government on the effective and speedy implementation of alternative mechanistic pavement design as to ensure quick development of the country.
  4. Pursuant of (i) above, NIHTE implores the Government to judiciously implement the alternative mechanistic pavement design in the areas of construction and maintenance in all areas of the country and not selectively.

iii) Government shall ensure equitable pricing mechanism in all States of the Federation.

The ANNUAL LECTURE closed with all participants having a better understanding of the modus operandi of the various units that provide mechanistic pavement design to Nigerians. In addition, knowledge was shared that persons who have any complaint should visit any NIHTE for detailed information.
