ENGINEERING REGULATION: COREN PERSPECTIVE, MONITORING AND  CONSTRAINTS.

A PAPER PRESENTED BY THE PRESIDENT OF COREN, ENGR. ALI A. RABIU, FNSE, FASCE AT THE CONFERENCE/ANNUAL GENERAL MEETING (ENGINEERING WEEK) OF THE NIGERIAN SOCIETY OF ENGINEERS (NSE) ABUJA BRANCH ON THE 26TH OF AUGUST, 2021, WITH A THEME: NATIONAL INFRASTRUCTURAL DEVELOPMENT: THE ROLE OF ENGINEERING REGULATIONS

1.0.        PREAMBLE.

This paper focuses on Engineering Regulation; COREN Perspectives, Monitoring and Constraints. We are going to discuss the characteristics of the engineering profession including its regulation. Like in many parts of the World and for most professional practices, Engineering is regulated in Nigeria by an agency of government responsible for the social control through its rules, standards and guidelines for the conducts of practitioners. As a professional, every engineering practitioner must be equipped with necessary knowledge and skill. He / She must strive to solve problems and maintain the very important dignity of the profession.

COREN in Nigeria is charged with the responsibility of determining the standard of knowledge required by any practitioner wishing to practice engineering in Nigeria; issue necessary practice license and monitor conduct as defined by its Codes of Ethics and apply sanction when required. By its amended law, COREN is empowered to prosecute any person or firm in breach of the provisions of the COREN Act,2018 in a Court of competent jurisdiction.

We will chronicle the amended mandates of COREN, its accomplishments in the quest to ensure the highest standards of professionalism in engineering practice in Nigeria. Given the scenario of low patronage given to Nigerian practitioners in the engineering space, this paper will highlight the challenges to the operation of COREN with associated recommendations for improved service delivery.

2.0. DEFINITION OF CONCEPTS

2.1.      PROFESSION

A profession is skills based on theoretical knowledge derived from extensive period of education and institutional training. It is a vocation requiring knowledge of some departments of learning or science and skill, when engaged in an occupation or calling. Profession also has high status and rewards system that enables mobility.

Professionals are self-selected and self-disciplined group of individuals who hold themselves out to the public as possessing a special skill derived from training and education and are prepared to exercise that skill in the interests of the public. As a group, they have resulted in the legal recognition through the inauguration of association that is charge with the welfare of members.

A Profession, in the interest of public could be self-regulated or by the government. The regulations include: testing of competence, licensing practitioners and issue of code of ethics.

2.2. ENGINEERING PROFESSION

Engineering is the application of science to the optimum conversion of the resources of nature to the uses of humankind. The Engineers are those professionals who invent, design, analyze, build and test machines, complex systems, structures, gadgets and materials to fulfill functional objectives and requirements while considering the limitations imposed by practicality, regulation, safety and cost. The field has been defined by the Engineers Council for Professional Development in the United States, as the creative application of “scientific principles to design or develop structures, machines, apparatus, or manufacturing processes, or works utilizing them singly or in combination; or to construct or operate the same with full cognizance of their design; or to forecast their behaviour under specific operating conditions; all in respects to an intended function, economics of operation and safety to life and property.” The term engineering is sometimes more loosely defined, especially in Great Britain, as the manufacture or assembly of engines, machine tools, and machine parts.

Associated with engineering is a great body of special knowledge and the preparation for professional practice involves extensive training in the application of that knowledge. Standards of engineering practice are maintained through the efforts of professional societies, usually organized on a national or regional basis, with all members acknowledging a responsibility to the public over and above responsibilities to their employers or to other members of their society.

The Nigerian Society of Engineers (NSE), which was founded in 1958 is the umbrella organization for the Engineering Profession in Nigeria. The Society looks after the professional needs of members through well-structured programmes and regular interactions among the different cadres of membership, enhancing high professional standard and ethical practices. Like some of its counterparts in other professions, the NSE has distinguished itself through progressive and imaginative programmes to become the avenue for the professional development of its members as well as technological development of the country.

       2.3. ENGINEERING PRACTICE

Engineering practitioners includes anyone who is engaged in a professional practice that delivers science and technology services in planning, research, design, analysis, testing, evaluation, or in training. They are entrusted with the highest level of responsibility of protecting the public safety, health and welfare. Although, an engineer may primarily be involved in engineering for self-serving reasons and personal interests, but his activities end up filling an existing gap or solving a problem in the society. On the whole, Engineering requires highly-skilled and culturally diverse human resources, who play important roles in accelerating innovation and supporting the industry.  Also, of recent, increasing diversification and sophistication of technology has made the role of engineers unavoidably important. To retain the confidence of the public, engineers need high levels of both expertise and ethics, since good ethics is good business. The public therefore expects continuous professional development of the professional engineers, who must be in tune with the current conventions and practices, under the watch of NSE and COREN in Nigeria.

From the interpretation, clause 20 of the COREN Act, 2018, “the practice of Engineering includes any act of planning, professional service or creative work requiring the application of special knowledge of mathematics, physics, chemistry , biology and engineering principles in form of consultation, invention, discovery, valuation, research and teaching in recognised engineering institutions, planning, operation, maintenance supervision of construction  and installation involving investigating, advising, operating, evaluating, measuring, planning , designing, specifying, laying and directing, construction, commissioning, inspecting or testing in connection with any public or private utility, structure, building machine, equipment, processing, work or project safe guarding the public interest in all sectors of the economy for the benefit of mankind”.

Engineering practice therefore means any act of planning, designing, composing, evaluating, advising, reporting, directing or supervising that requires the application of engineering principles and concerns the safeguarding of life, health, property, economic interests, the public welfare, or the environment, or the managing of any such act.

2.4.     REGULATION.

Regulation has a variety of meanings that are not reducible to a single concept. In the field of public policy, regulation refers to the promulgation of targeted rules, typically accompanied by some authoritative mechanism for monitoring and enforcing compliance.  Regulation could simply be defined as rule or directive made and maintained by an authority. It is a law, rule, or order prescribed by authority, especially to regulate conduct, practice or profession. The act of regulating or the state of being regulated, a principle, rule, or law designed to control or govern conduct; a governmental order having the force of law. As in the context of Nigeria, regulatory authorities include: NAFDAC, FRSC, COREN, etc. established to serve public interest (Safety).

          2.5. ENGINEERING REGULATION.

Engineering requires practicing expert’s working in social context and performing   services such as promotion of health, production and education which are essential to a functioning society. The client of the engineering profession is the society hence the need for social control for rules, standards and guidelines for behavior which is the same as regulation.

The practice of engineering does not exist outside the domain of societal interests. That is, the practice of engineering has an inherent (and unavoidable) impact on society hence the need for its regulation. Regulation in engineering is established by various jurisdictions of the world to encourage public welfare, safety, well-being and other interests of the general public, and to define the Registrant and registration process through which an engineer becomes authorized to practice engineering and/or provide engineering professional services to the public.

Like any other profession, Engineering profession can be self-regulated or by government agency. By self-regulation, the professional association will develop the Codes of Ethics and issue license to its members. Alternatively, the government regulation is through an agency of government empowered to issue Codes of Ethics and practice license to its registrants. The Council for the Regulation of Engineering in Nigeria (COREN) formerly known as Council of Registered Engineers in Nigeria (COREN), is the regulatory body that governs the practice of engineering in Nigeria.

4.0.        COREN ACT.

The Council for the Regulation of Engineering in Nigeria, COREN, formerly known as the Council of Registered Engineers of Nigeria was established by Decree No. 55 of 1970 as amended by Decree 27 of 1992 now Engineers (Registration, etc.) Act, CAP E11 of 2004. The President of the Federal Republic of Nigeria, His Excellency, Muhammadu Buhari, GCFR assented to the Engineers (Registration, etc.) (Amendment) Act No. 3, 2018.

4.1.         Mandates of COREN.

The amended COREN Act, 2018 establishes a statutory body of the Federal Government of Nigeria empowered to regulate and control the practice of Engineering in Nigeria in all its aspects and ramifications.

COREN is hereby empowered to:

  1. Arrest and prosecute quacks in the practice of engineering;
  2. Give oversight responsibility to the Council over companies engaged in engineering projects in Nigeria;
  3. Enforce the Regulations, Rules, Ethics and Codes of Practice;
  4. Register and license all engineering personnel and firms;
  5. Prosecuting any person or firm in breach of the provisions of this Act in a Court of competent jurisdiction;
  6. Regulating industrial training schemes in engineering for the training of engineering practitioners and engineering students;
  7. Ensuring capacity building and monitoring local content development in the Nigerian engineering industry through the following means amongst others –
    1. mandatory attachment of Nigerians to expatriate engineers on major projects to understudy them from inception,
    2. ensuring that all foreign Engineering firms establish their design offices in Nigeria,
  • granting of compulsory attestation to all expatriate quota applications that there are no qualified and competent Nigerians for the job in question at the time of application and that granting of the said expatriate quota shall be contingent on training of such number of persons as may be required for the execution of the job, and
  • ensuring that before being allowed to practice in Nigeria, such foreign engineering practitioners granted work permit register with the Council and obtain such licenses including practicing licenses as may be required from time to time;
  1. fully registered engineering practitioners shall have their practice license renewed annually as may be provided for by regulations made under the Act;
  2. registered engineering consulting firms shall have their practice license renewed biennially as may be provided for by regulations made under the proposed Bill.

4.2.          COREN- Vision and Missions.

The Act which established COREN has achieved some degree of success in the area of registration of Engineering Personnel and firms, accreditation of courses in institutions established for the training of Engineering Practitioners.

At the 145th Ordinary Council Meeting of March, 2015, Council approved as follows:





VISION:

“To have the highest standards of professionalism in engineering practice in Nigeria”.

MISSIONS:

  • To register and license engineering personnel to practise in both private and public sectors of Nigeria.
  • To develop curriculum for and accredit courses to be offered by institutions training engineering personnel.
  • To foster speedy acquisition of relevant engineering and technological skills through continuous professional development.
  • To ensure that engineering personnel practice improve the quality of life for all, creating prosperity and adding value through innovation and the promotion of healthy and sustainable development.
  • To register and license engineering firms and make provisions for the control of the practice of engineering in the industries.

 

4.3.           COREN and Engineering Ethics.

Reflecting on its vision and missions including its duties, the functions of COREN is to oversee the national training of engineering personnel, control of the practice and continuous professional development.  COREN is to ensure and sustain the relevance and dignity of engineering leading the Council to promulgate the engineering ethics which is of paramount importance for maintaining the highest standards of ethical conduct.  COREN therefore hands out its publication called ” Engineers-Code of Conduct” to all its Registered Engineers so that together engineering practice can continue to earn the public’s trust in the areas of safety, health, and welfares’. This document (Engineers-Code of Conduct) is a compilation to preserve the high ethical standards of engineering profession and takes the highest priority statutes of COREN. It is meant to guide COREN Registered Engineers in Engineering practices and ethical decision making.

COREN; Engineers-Code of Conduct, benefiting from the input and experience of thousands of Engineers was inaugurated as it provides a foundation for the engineer’s ethical analysis and decision-making process. COREN maintains the dignity of engineering through enlightenment and enforcement of the Engineering Ethics. Also, to ensure that engineering ethics is not downplayed by engineers, engineering ethics is taught to the engineering students in the various higher institutions where engineering courses are offered at various stages of their academic pursuit. This is done to supposedly acquaint the students to engineering ethics before they come in contact with real life practice of engineering.

The COREN Act established the COREN Investigating Panel and as such entrusted it with the power to conduct preliminary Engineering investigations into any alleged case of professional misconduct allegedly committed by a registered Engineer and to hitherto decide whether or not the case will be referred to the COREN Tribunal based on the evidence adduced before it. In a nutshell, the COREN Engineering Disciplinary Tribunal is the central theme of the enforcement of the COREN Engineering Ethics, starting with the Investigating Panel to the Tribunal. The Tribunal may take disciplinary action including expulsion or suspension from the COREN Register or a letter of admonition. We must note that, without the Tribunal verdict of guilty or not guilty the outcome of the Investigating panel’s findings and recommendations will not be executed or enforced and will equally be a mare novel without any positive or compelling effect on the engineering profession.

 

  • COREN and Engineering Education.

COREN ensures that the training offered in Universities, Polytechnics and Technical Colleges is adequate for the production of academically sound and practically functional engineering practitioners to meet the ever increasing challenges of the industry.  This is carried out through its quality assurance programme of Accreditation.

COREN therefore periodically carries out accreditation visitation to all Engineering Programmes in Universities, Polytechnics and Technical Colleges to determine the adequacy of the curriculum, staffing, physical facilities and funding and thereafter, grant the appropriate status of either “Full, Interim or Failed” accreditation.

It may be worthy of note that because of the robust regulatory effort in Accreditation, COREN has not only become the toast for African countries but has been invited by some European institutions in Northern Cyprus to carry out their accreditation exercise.

The Council with this confidence developed and inaugurated the Benchmark Minimum Academic Standard (BMAS) for Accreditation of Undergraduate Engineering Programmes in Nigerian Universities. And desirous of raising the profile of Engineering Education in Nigeria and indeed Africa, the Council decided to benchmark its engineering qualifications against those of nations that have attained International Standards. The BMAS was therefore submitted for review by UNESCO, International Science, Technology and Innovation Centre (ISTIC) and the Federation of Engineering Institutions of Asia and the Pacific (FEIAP).

The BMAS document received positive encomium leading to the admission of COREN as a Member of the Federation of Engineering Institutions of Asia and the Pacific (FEIAP). The implication of this, is that Nigerian Engineers can now practise in Forty-Eight (48) member economies including, Australia, Malaysia, Pakistan, China, amongst others. Council is presently processing its application for the membership of International Engineering Alliance.

 

  • COREN and the Built Industry.

During the past few years, COREN has observed the increase rate of collapse of building structures in the country, with the attendant loss of lives and properties. Investigations carried out on some of these incidents showed that improper designs, poor quality materials and improper site practices have been the major causes. Where professional Engineers were found to have been involved, the COREN Tribunal has enforced necessary disciplinary measures. However, serious legislation is needed to deal with cases of negligence on the part of developers and quarks who fail to use professionals in the execution of projects.

In addition, following the observation of very improper use of concrete on construction sites, COREN embarked upon the development and publication of the Nigerian Concrete Mix Design Manual to guide stakeholders on appropriate processes for producing good concrete for site use. The first edition of the manual was launched to the Engineering community and other stakeholders for their application and use.

  • COREN and Engineering Consulting Firms.

On the challenge experienced by Engineering Consulting Firms in competitive bidding as required by the Procurement Act, COREN had provided a guide and information on the pricing of Consultancy Services with the inauguration of the COREN Engineering Consultancy and Project Management Services Agreement, Charges and Condition of Engagement (ECOPACCE). This document is an attempt to save the Engineering Consulting Firms from bankruptcy and collapse by providing a range of fees to guide consulting Engineers to charge sufficiently in order to cover their costs including competitive wages and make enough profit to grow their businesses. This document is presently being reviewed in the light of the current socio-economic vagaries.

  • COREN and Engineering Practitioners Registration.

COREN statutory role of registering Engineering practitioners has been very impressive. The drive for professionalism and statutory certificate by COREN has led to increased number of registrations of Engineering practitioners, particularly the Engineer cadre. I therefore call on all organs of government and captains of industries to ensure that all Engineering Personnel in their places of employment are registered with COREN.

Permit me to present to this August gathering, the updated figures of the registered Engineering Personnel and firms as at 10th June, 2021:

From these figures, it is observed that other cadres of the Engineering family must make deliberate efforts to register with COREN.

4.8.      COREN and Engineering Technical Education.

The Council has also realized that for Nigeria to achieve its full potential technologically, the capacity of the lower cadre of the Engineering Family (Technicians and Craftsmen) must be fully developed. To this end, the Council hosted a Stakeholders’ Meeting on the Dearth of Indigenous Technicians, Artisans and the state of technical education in Nigeria in May 2017. All the stakeholders at the meeting agreed that an efficient national educational programme on technical professional training is indispensable to the promotion of the economy and overall national development.

The meeting came up with a five (5) years Strategic Plan on Technical Manpower Shortage in Nigeria (2017 – 2022). I urge all stakeholders most especially the State Governors to direct appropriate actions on the goals of this action plan. COREN will continue the advocacy on the revival of Technical Education as a panacea to technical manpower shortage in Nigeria.

4.9. Regulation and Control of Engineering Practice in Nigeria.

COREN, over the years has evolved and inaugurated several regulations aimed at enforcing standards, procedures, rules and laws for ensuring sanity in the Country’s engineering space. The Council ensures that engineering is practiced by industries, governments and professionals according to acceptable and prescribed standards, abide by the ethics and cannons of the profession and guarantees appropriate training and engagement of engineering practitioners in the execution of engineering projects by:

  • (a)        ensuring that only registered engineering practitioners are involved in the execution of engineering jobs;
  • (b)        ensuring that only registered engineers head engineering departments and units;
  • (c)        ensuring that only registered and licensed engineering consulting firms are allowed to undertake engineering jobs. Etc.

A very important input to the COREN Act,2018 is the inauguration of Engineering Regulation Monitoring Department which is charged with the duties of monitoring firms and ensuring that engineering is practiced in Nigeria in accordance with relevant codes of engineering practice, in the protection of her development and economic investment. The ERM Unit comprise of practitioners  from all the engineering cadres and have access to an engineering project site, manufacturing, engineering education institution or any site where engineering is being practiced.

Through the ERM department, Council will monitors and enforces the compliance with COREN Act and also Regulates and Controls the practice of Engineering, as well as, ensures sanity in the profession.

The ERM Committees will assist Council to achieve the following objectives:

  • Ensure the Registration of Engineering Practitioners (local and expatriates) and firms with COREN;
  • Ensure that engineering is practiced in Nigeria in accordance with the relevant Codes of Engineering Practice in order to protect her development and economic investment;
  • Enforce Maintenance of Discipline and strict Standards of Ethics in the practice of the Engineering Profession in Nigeria;
  • Foster the speedy acquisition of all relevant Engineering and Technological Skills by ensuring capacity building and monitoring local content development in the Nigerian Engineering Industry.
  • Minimize and with time, eliminate Engineering and technological dependence of Nigeria on other countries by mandatory attachment of Nigerians to expatriate Engineers on major projects to understudy them from inception;
  • Minimize enormous foreign exchange leakage from Nigeria resulting from existing domination of Engineering activities particularly in the Petroleum and Construction Sectors of the Economy by foreigners.
  • Facilitate and expedite the positioning of the Nigerian Engineering

Practitioners to join in the global competition for incomes accruable to Nigeria from International Engineering Consultancy and Construction practice; and

  • Monitor and ensure compliance with the Engineers Registration Acts of 2004 and 2018 by all Engineering Practitioners.

To achieve all of the above, COREN through its agents can access any manufacturing, engineering firm, construction companies and any persons or group of persons who obstructs, threaten violence to any member or on any member commits an offence and shall be liable on conviction to a fine of N2,000,000 in case of companies, firms and institutions and in the case of persons N500,000 or 6 months in imprisonment. The strategies for the implementation of the above comprise:

  • Monitoring of Public and Private Sectors Companies and Institutions offering Engineering Training or capable of offering Engineering Training and Education;
  • Monitoring of Consulting and Construction Engineering Firms’ activities;
  • Monitoring of the Deployment and Training of National Youth

Service Corps (NYSC) Engineering members and Supervised Industrial Scheme in Engineering (SITSIE) trainees;

  • Monitoring and Regulation of registration and Engineering practice of all Engineering practitioners (Nigerians and Expatriates;
  • Identifying quacks and unregistered persons and their prosecution in a competent court of law;
  • Ensuring that ERM Teams have access to Engineering project sites, premises of organizations and institutions where Engineering is being practiced;
  • Monitoring of the Public and Private sectors in the Federation of Nigeria to ensure adherence to the regulations and ensuring that all members of the Engineering Family deployed therein are registered by COREN;
  • Monitoring of compliance /adherence to licensing of Engineering Firms;
  • Monitoring full implementation of the regulation on construction industry
  • Monitoring full implementation of the Regulation on Engineering appraisal/valuation;
  • Monitoring full implementation of the regulation on Engineering economy.
  • Monitoring full       implementation           of         the       regulation        on        Cost Engineering;
  • Ensuring capacity building and monitoring of local content development in the Nigerian Engineering industry.

4.10.    Licensing of Engineering Firms.

Another important gain of the amended COREN Act,2018 is the provision that makes it compulsory for the registration and licensing of Engineering Consulting firms. COREN is now able to regulate the practice of Engineering in all its aspects and ramifications as provided by the law. The Council now licenses the following categories of engineering firms in addition to engineering practitioners:

  • Engineering Consulting Firms;
  • Engineering Contracting;
  • Engineering Manufacturing/Production;
  • Engineering Fabrication/Repair/Maintenance;
  • Engineering Service Provision;
  • Vendors of Engineering Machineries, Equipment, Plants and Materials etc.

The Council intends to lean on this provision to promote the growth and development of engineering practitioners in Nigeria. Other benefits include:

  1. Capturing practitioners, both individuals and companies; missing from COREN scope especially those in private construction and manufacturing companies.
  2. Monitoring the skill gaps of the different cadre of engineering personnel in the industry and moderating the systems for their production.
  3. Monitoring the capacity of engineering academic institutions to produce the engineers needed in the right quality and quantity and moderating the system of production.
  4. Monitoring the utilization of engineering personnel in the industry and regulating their usage.
  5. Ensuring that engineering positions in companies are filled with competent personnel, both local and foreign.
  6. Ensuring that foreign engineering personnel are only used where local personnel are not available and there are plans for their replacement.
  7. Establishing standards for equivalence of qualifications and experiences, practice and industry standards, etc. across national boundaries.
  8. Establishing national targets for engineering achievements and monitoring its achievement.
  9. Establishing technical standards for the very many engineering disciplines and practices.
  10. Harmonizing the voice of engineering collectively, for the different modes of practice, and for the different disciplines.

Therefore, Ministries, Departments and Agencies are requested to demand for the COREN PRACTISING LICENCE as a condition for prequalification of engineering firms offering engineering services.

5.0.      Benefits of the Amended COREN Act, 2018.

Going down memory lane, the plight of the Nigerian Engineering practitioners typifies the life of frustrated highly trained professionals. Like all professional in Nigerian who faces enormous challenge, whether in the academic, manufacturing, civil service, constructions or consulting practice.  After a rigorous and difficult training, they graduate into a society where there are hardly any opportunities for them to practice the profession. One will think that perhaps the society does not realize that it is the responsibility of the engineering to provide all infrastructures required for decent living that are so glaring and presently lacking in Nigeria. Power generation, transmission and distribution, road and rail construction and maintenance, water supply, air and water transportation, irrigation, and drainage, solid, liquid and gaseous waste management, telecommunication, oil exploration, refining and distribution, mining and manufacturing. All of these sectors have engineering practice as their core disciplines.

As all of these are in the purview of the mandates of the Council for Regulation of Engineering in Nigeria (COREN), I make bold to confirm that Nigeria is blessed with a critical mass of highly competent professionals in these disciplines awaiting patronage and engagement to provide sustainable solutions to the country infrastructure supply. No amount of reliance on foreign expertise can deliver us to the Promised Land of quality infrastructure; except as partners.

Hence, the amendment of the COREN Act has rescued engineering and indigenous practitioners from Expatriate patronage, Engineering products and services for the social and economic development of the Country.




Other benefits of the Amendment include:

  • Regulation and Control of Engineering now handed over to COREN;
  • COREN in charge of the training and continuing professional development of engineering practitioners;
  • COREN Engineering practice license now a legal tender;
  • Engineering foreign experts to establish design office in Nigeria;
  • COREN can now prosecute quacks in the profession;
  • Engineering failures and collapses can be investigated including prosecution of culpable practitioners or quacks; etc.

6.0.      CHALLENGES IN REGULATING ENGINEERING PROFESSION.

Inherent in the amended COREN Act,2018 are common threats associated with government policy drive and implementation hence the need for a SWOT analysis which will evaluate the strategic position of COREN in the scheme of the country’s development agenda. It is also intended to identify the internal and external factors that are favourable and unfavourable to achieving the objectives of the Council.

COREN present SWOT Analysis is hereby presented as follows:

6.0.       CONCLUSION.

Like it is obtained in all part of the World, professions are regulated either by their associations or government. COREN was inaugurated to regulate the engineering profession in Nigeria. For over forty years, COREN has worked to achieve its Vision of ensuring the highest standards of professionalism in engineering practice in Nigeria.   COREN has also realized its objectives in the registration of the practitioners and certification of engineering qualifications. A lot of ground has also been covered in the area engineering practice and monitoring. The Council was however not able to enforce its Regulations resulting in quackery playing prominent role in the engineering practice.

Pursuant of its new mandates, COREN has achieved some degree of autonomy and can now enact Regulations without the approval of any external person. The Council also has the power for the strict enforcement of its Regulations including prosecution for any breach. The 2018, Act has also provided for an enhance opportunities for the training of practitioners thus ensuring capacity building and recognition for local contents in the Nigeria Engineering Industry.

However, COREN has not achieved much in the enforcement of its Regulations, including the elimination of quacks in the engineering profession, because of its weak law.

With the recent amendment of the COREN Act, the mandates of the Council have been expanded and given more bite. COREN has been empowered to prosecute any breach to the Act.
