Highway Engineers to collaborate with Government on alternative mechanistic pavement design; as Colleagues and protégés Celebrate Fyne Ogolo at 71

In what was similar to killing two birds with a stone and hitting targets; the Nigerian Institution of Highway Engineers successfully organised its Annual Distinguished lecture, where stakeholders explored the effective pavement design and quality roads in Nigeria and celebrate a national engineering icon, Engr Fyne Chima Ogolo.

Tagged, “Fyne Chima Ogolo Distinguished Annual Lecture”, and chaired by its National chairman, with many distinguished engineers, including the President of the Council for the Regulations of Engineering in Nigeria, COREN, Engr Ali A. Rabiu and the President of the Nigerian Society of Engineers, NSE, Engr Babagana Mohammed in attendance, the event was indeed a day to remember for all.

The President of the Nigerian Society of Engineers, Engr. Babagana Mohammed, declaring the gathering open, expressed deight at the inititive of the Nigerian Institution of Highway and Transportation Engineers (NIHTE), in honouring a past Council member of the NSE, Engr. Fyne Chima Ogolo who he described as complete gentleman.

“Engr. Fyne Chima Ogolo,” according to Babagana “is a consummate Engineering professional who has made tremendous contributions to the growth of the Nigerian Society of Engineers at various levels of service. In addition to the distinguished and vibrant service that he offered both as Chairman of Port Harcourt Branch and as Executive Secretary at the National Secretariat, which yielded monumental growth and visibility for NSE at both the Branch and National levels, he has also continued to make very valuable contributions to the development of Engineering in Nigeria by mentoring younger Engineers and delivering qualitative and ethical services as a Consultant.”

He also expressed satisfaction that the event of such magnitude that is addressing the need to cater for the professional development of members of the Society is instituted in his honour.

The President, Council for the Regulation of Engineering in Nigeria, COREN, Engr. Ali Alimasuya Rabiu, who was the Distinguished Special Guest of Honour, in his address said that, “Engr. Fyne Chima Ogolo, a worthy Fellow of NSE, Past Chairman of Port Harcourt Branch (2000 to 2001) and Past Executive Secretary (ES) of NSE (2008), is truly deserving of the honour.”

Rabiu who was physically in attendance to honour the event indicated he is willing to attend the future events.

He used the opportunity to express his condolence the Branch and Institution over the loss of Engr. Prof. Howells I. Hart, who recently pass away.

The President of the Association of Consulting Engineers of Nigeria, ACEN, Engr. George C. Okoroma, in his address, reminded the engineers of the essence of Continuing Professional Development, CPD. He urged the engineers to continually up-skill and / re-skill themselves to retain capacity to practice safely, effectively, and remain updated in their evolving scope of practice.

On his part, the National Chairman of the Division, Engr George Nsonwu commended the Port Harcourt chapter leadership for being the the pride of NIHTE in Nigeria in terms of seasoned membership and support to the National body.

He noted that the Port Harcourt Chapter is the first to institute an Annual Lecture in recognition of excellence of illustrious member. He commended the Chapter in being able to organized the event despite the COVID-19 Pandemic and all its negative effects.

In his word: ” the level at which you roll out the drums for today’s event speaks volumes of your disposition and commitments to sustain this noble project you have instituted. We are proud of you and encourage other Chapters to emulate this dignified gesture.”

Further, he said the “choice of the honouree, Engr. Fyne Chima Ogolo, is acclaimed by all as a well-deserved honour, having served the engineering profession in various capacities, including Port Harcourt Branch Chairman and Executive Secretary of the Nigerian Society of Engineers. We are proud of you and wish you many years of fruitful celebrations.“

Engr. Otunte John Otueneh, Port Harcourt Branch Chairman, NSE, the Host, encouraged participants to take advantage the lecture as part of their continuing professional development. He used the occasion to express his condolence to Engr. A.A. Rabiu, COREN President, on demise of Engr Godday Odalo, Port Harcourt Zonal Coordinator of COREN.

In his own address, the NIHTE Port Harcourt Chapter chairman, Engr. Onome Diamond Ayo Unuavwodo appreciated the team who made the second edition possible. He said the choice of the date for the event is strategic and intended to both celebrate the distinguished Engr. Fyne Chima Ogolo as well as serve as platform for professional and intellectual exchanges that address the challenges and problems facing the country.

He highlighted some of the achievements of Engr. Fyne Chima Ogolo, whose exemplary services and character, is worthy of recognition and emulation. He said the choice Engr Ogolo “attracted National endorsement”. He thanked past Chairmen, ExCo and entire members of NIHTE, Port Harcourt Chapter for their unflinching, dogged and unwavering support.

The event which was anchored by Engr Felix Nwankwo attracted over 100 stakeholders from a wide cross-section of professionals, engineering practitioners, engineering-based sectors, students, academia, government representatives, others from oil and gas industry, organizations and institutions ( via Webinar and physical) involves presentation of the theme Lecture, addresses and Speeches by dignitaries, interactive discussions, and Presentation of Awards.

The Guest Speaker, Engr. Dr. Emmanuel Osilemme Ekwulo spoke extensively on the need to save Nigeria’s pavement. He said there is need for continuous maintenance and is a task that must be accomplished by all stakeholders.

The following were resolutions made at the event:

  1. The Nigerian Institution of Highway and Transportation Engineers (NIHTE) should liaise with the relevant government agencies to ensure the use of the NEMPADS framework in design and construction of highway pavements in Nigeria.
  2. The NIHTE should initiate a funded research for the development of a design tool that would incorporate design and analysis procedure for implementation of NEMPADS framework.
  3. NIHTE to collaborate with Government on the effective and speedy implementation of alternative mechanistic pavement design as to ensure quick development of the country.
  4. Pursuant of (1) above, NIHTE implores the Government to judiciously implement the alternative mechanistic pavement design in the areas of construction and maintenance in all areas of the country and not selectively.
  5. Government shall ensure equitable pricing mechanism in all States of the Federation.
