COMMUNIQUE

The Built environment was defined as encompassing the real estate and its infrastructure. Sustaining the built environment in a fast growing city, like Lagos, has its peculiar challenges which were identified and probable solutions were proffered by each of the Panelists, as viewed from their area of specialization. The highlights of the discussions were:

  • Waste generation is principally dependent on population growth and increased industrialization.
  • Wastes are classified as, Municipal, Commercial, Industrial and Agricultural wastes and each has its unique method of handling and subsequent treatment and/or disposal.
  • A further classification of waste is into hazardous and non-hazardous waste and of various forms; Solid, Liquid and Gaseous.
  • Enforcements are made much easier by compliance. People should be compliant with rules and regulations.
  • The key responsibility of LASBCA is to ensure sanity in new and existing building, in terms of physical development.
  • Deliberate efforts are on to provide renewable energy to rural communities – for farming (irrigation), food processing, health care support system, communication and lighting which leads to development. These can be sourced from’ Solar Energy
  • To ensure access to affordable, reliable, sustainable and modern energy for all, cities have to have access to power supply and extended to rural areas.
  • Green architecture focuses majorly on minimizing harm from the built environment on the natural habitat.
  • Lean construction is a system’ of maximizing values, improving efficiency, enhancing quality, ensuring cost effectiveness and reducing waste in a building project which leads us to a Sustainable Built Environment.
  • Framework for construction projects in Nigeria are Medium Term Fiscal Framework and National Integrated Infrastructure Master Plan.
  • Development of the society is not limited by our resources but our thinking. As Nigerians, we need to improve it through critical thinking and solution finding.
  • Effective planning sets a pattern of order, allocates land resources and structures the future which harmonizes various interests.

CHALLENGES

  • Disposal of waste into oceans are detrimental to sea lives and humans who consume them.
  • Growth in population and industrialization are the major factors contributing to waste generation but they come hand in hand with development.
  • Non compliant builders and land owners to approved plan.
  • Empowerment of the youth to aid development.
  • Non-environmentally friendly buildings erected leads to non-sustainable environment.
  • Erection of permanent buildings at temporary work sites.
  • Lack of economic incentives.
  • Insufficient experience from the public sector on how to design and implement public private partnership projects.
  • Security concerns and some governmental issues.
  • Illiteracy and level of thinking is low which leads to low productivity.
  • Illegal allocation of land resources.
  • Improper plan for the future structures.

RECOMMENDATIONS

  • A conscious decision (at personal or professional level) to minimize waste generation.
  • Recycling of wastes should be encouraged at all levels.
  • The 3R (Reuse, Recycle and Reduce) eradication/reduction of waste method should be adopted by all in the production chain (manufacturers to consumers)
  • Illegal and inappropriate disposal of waste should be stopped and culprits punished to have a sustainable and healthy environment
  • Energy should be derived from waste incineration – for use in cooking, heating or to power turbines.
  • All professionals involved in physical development (Builders, Architects, Engineers, etc) should comply with standards and regulations and also, ensure that their clients understand – to comply.
  • Awareness for all prospective and present building or land owners on the standards of building projects with penalties for non-compliance
  • Sustainable Built Environment can be achieved by visiting construction sites, citing and reviewing approved drawings to align with the ongoing construction work, compliance to approval.
  • Renewable energy can be used to enhance productivity through provision of power to run business which will lead to increase in productive work hours and efficiency.
  • Introduction of prefabricated building components that are preassembled offsite and transferable should be introduced for speed and minimal wastage
  • Erection of buildings that are environmentally friendly (energy efficient lighting and appliances, minimal harm to natural habitat, non-synthetic, non-toxic materials, use of recycled architectural salvage, efficient use of space amongst others.
  • Lean construction which maximizes value, improves efficiency, enhances quality with cost effectiveness while reducing waste in a building project should be embraced for a smart Lagos.
  • Educate the public sector on how to design and implement PPP (Public Private Partnership).
  • Government to provide essential economic incentives.
  • Effective planning must always precede development. That way, a lot of conflicts are resolved beforehand.
  • There should be periodic reviews of government-people relationship.
  • The services of good advisory services firm is recommended as this can help in well-structured investment/procurement planning and successful delivery of capital works, projects and programs.
  • To sustain a built environment, Engineers need to think outside the box (innovate, understand the needs and wants)
